James P. Kelly

James P. Kelly is an Operational Site Visit reviewer for the Health Resources & Services Administration, reviewing Federally Qualified Health Center (FQHC) compliance with Federal Program Requirements. James is also a reviewer for Kepro, where he is responsible for reviewing FQHC applications for Federal Tort Claims Act Coverage. James currently provides financial consulting services to Neighborhood Health Centers of the Lehigh Valley, an FQHC in Allentown, Pennsylvania. Recently, James provided financial consulting services to Hamilton Health Center, an FQHC in Harrisburg, Pennsylvania, as their Interim Chief Financial Officer. His areas of focus in FQHCs include Financial Performance, Financial Improvement, Hospital/FQHC Collaborations, Fiscal Compliance for FQHCs with Federal Program Requirements and Alternative Revenue Strategies.

James is the Chairman of the Board of the Center for Organ Recovery and Education in Pittsburgh, Pennsylvania. He also serves on the Board of the Community Action Partnership of Lancaster County and is a member of the Finance Committee for Hamilton Health Center. His prior Board experience included Catholic Charities of the Harrisburg Diocese and Lancaster EMS.

Prior to retiring from his full-time employment in 2011, his entire professional career has been in the Healthcare field. James previously worked as the Hospital Auditor for the Medicare Program (Aetna Medicare), a Healthcare Consultant for a large Accounting/Consulting firm in Philadelphia with a specialty in third-party reimbursement. James was also the Chief Financial Officer for two Hospitals in Central Pennsylvania, Community Hospital of Lancaster and Memorial Hospital-York. Most recently, James served as the Chief Executive Officer for an FQHC in Lancaster, Pennsylvania, SouthEast Lancaster Health Services.
